Eldar is responsible for search and implementation of innovative technologies and smart management practices in Russia's capital city.
Before joining the team of Moscow, Eldar worked as CEO in consulting agencies, focused on projects in governmental and public-private sectors.
In 2014-2015, was leading consultant for Moscow Government in development and implementation of "Active Citizen" - a citywide voting app that engaged 1.2 mln users in less than a year.
